Ramiro Zúñiga, MD, MBA, FAAFP

Chapter Co-Chair

Dr. Zúñiga is the CMO for Health Net Medi-Cal. He co-leads contractual, compliance, and regulatory requirements for the Medi-Cal line of business. He also provides strategic and operational direction for QI, UM, and administrative/clinical programs.

Previously, Dr. Zúñiga was Chair of the Department of Family Medicine, Residency Program Director, and a member of the Board of Trustees at San Joaquin General Hospital in Stockton. Ramiro is a Volunteer Clinical Professor at the Department of Family and Community Medicine of the UC Davis School of Medicine.

He also serves on the Board of Directors of the Sacramento Latino Medical Association (SaLMA), co-leads the NorCal Chapter, and is a member of the Board of Directors of the National Hispanic Medical Association (NHMA). Ramiro is also a member of the Corporate Advisory Board of the National Hispanic Health Foundation (NHHF) and a member of the Board of Directors of The Archstone Foundation.

Ramiro earned his M.D. from the Pontificia Universidad Javeriana in Bogotá, Colombia and completed his FM Residency at St. Mary of Nazareth Hospital in Chicago. He received an MBA degree from UC Davis GSM and is a Certified Health Insurance Executive (CHIE) by AHIP.

Jessica Núñez de Ybarra, MD, MPH

Chapter Co-Chair

Jessica Núñez de Ybarra, MD, MPH, FACPM (she/her/ella) serves as Co-Chair of the NHMA Northern California Chapter. She is Board Certified in Public Health and General Preventive Medicine and is a Fellow of the American College of Preventive Medicine.

She currently serves as President of the Sacramento Latino Medical Association. Dr. Núñez de Ybarra also serves as the Community Health Medical Administrator providing technical assistance to the California Department of Public Health (CDPH) Office of Policy and Planning, helping align statewide goals and strategies for academic partnerships, community health investments, and financing models that support prevention.

She also serves as the CDPH Designated Institutional Official for the Accreditation Council for Graduate Medical Education.
